Subject: 53 Neighbors United Focus Until Public Hearing

Thank you IDOT for meeting with us about Route 53.

Thank you John Noel for making a special effort to attend.

The meeting which focused on modifying the 5-lane cross-section design of Route 53 from North Avenue to Roosevelt Road was positive and informative.   While we would prefer a three-lane, we recognize IDOT's reservations in doing so. Thus in regards to the plans going to public hearing we are willing to accept 53 plans with a few more design modifications than currently seen to make the multi-through lane the best fit possible as befits a CSS DOT who construct CSS highways.  

Some of the items you had on the plans currently that we are happiest with were  

  • Vegetated and treed medians in Lombard and Flowerfield.  
  • U-turn capability with design facilities to make it easier to do so.  
  • 11-foot inner lanes.  
  • An eye toward streamlining the speed limit.  
  • A light at Surrey.  
  • The redesign of the Madison Intersection.    

 Items that are still strongly wanted, but are not currently on the plans are  

  • The road constructed of asphalt for noise abatement due to it exceeding EPA standards now and for aesthetics.  
  • 12/11-foot outer lanes, but not 13-ft. unless off road bike trails are not possible.  
  • ALL sidewalks 4.5 to 5 foot set back from the curb.  
  • Off road bike trails 8-ft wide on the east side of the road  
  • A light on Meadow. We hope to be able to close Glenwood to further that issue.  
  • 35 mile-per-hour speed limit throughout, but certainly on the curve of Flowerfield coming into the light because of the short line of sight distance.  
  • That Hackers be consulted as to landscaping their property since they are a family business cherished by the residents in Lombard.  
  • After consulting with Ray Ribich and the Glen Ellyn part of the team, instead of a 6 foot median from Surrey Drive to Grove Ave on Route 53, a 6-foot wide wetland ditch would be preferred with hardy salt resistant plants both for water purposes, because it's cheaper and it's in keeping with the goals of the wetland in the first place. It would also be more aesthetic because of greenery. Please consult Ray Ribich on the plants that would make it and be beautiful  
  • An adherence to DuPage County Storm Water Ordinances as promoted by John Noel at the meeting  

With your assurances that you are now a new CSS DOT, and with your assurances that the public hearing will be a serious look at what residents want, we then plan with your input to guard against miscommunications to put out a brochure to all the residents to motivate them to come to the public hearing. In the Brochure we will describe what is on the plans and what has been asked for. And encourage further input from residents and politicians. There will be no Rally--Home Town Meeting. We will follow our CSS platform as stakeholders and promote information about Route 53 as she goes through to the end of phase one and through phase II to construction. In Phase I and II we will encourage participation of residents in the County Storm Water Meetings because of persistent flooding issues. Phase II we will help the residents with the land acquisition process in that we help them obtain the services of legal counsel to aid in fair compensation.
