 What is a CSS Planner?

A CSS planner's job is to identify the stakeholders. 

A CSS planner makes sure that those who need to be there are there in every step of the planning, design and construction phase of a project to, to allow for the greatest opportunity for creativity of solution, streamline the process, keep costs down, and keep the project on schedule.  These things bring about stakeholder satisfaction, keeps people involved and interested, and brings about excellence in design.

A CSS planner is a person that is thinking one phase ahead, one meeting ahead, and one problem ahead. 

The question to the answer "I don't know" is "Who do we need to talk to to  find out?"

The CSS planner promotes the process, not the design. 

This is not the job for the faint of heart.  It takes going out and meeting the public and being willing pick up the phone to talk to elected leaders, professionals and advocates regardless of title.   A CSS Planner listens with interest not derision or boredom to all sides.  A CSS planner is a person interested in always learning from the people they meet.

Respect and tolerance for other cultures, values and visions is a must.  Being able to incorporate those differences into institutionalized DOT culture is a special talent.  A CSS Planner is one that can bridge the cultures and make the project happen.
